Senior Business Analyst at European Commission

Senior Business Analyst is needed for a project at the European Commission.

The challenge

• Provision of expert advice and assistance, technology watch, evaluation studies, architectural considerations, applicable standards, solution patterns and best practices regarding test strategy;
• Provision of quality plans, quality assessments, quality control tests,
evaluations and service level agreements associated with information
system infrastructure services or projects;
• Elaboration of functional and non-functional requirements and business case analysis related to the area of expertise;
• Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain (see skills);
• Creates, maintains, prioritizes, and sequences the product backlog based on business value or Return of investment;
• Creates user stories and acceptance tests from themes and features
granular enough for a single sprint;
• Is involved in the decision making process related to user stories
scheduling into sprints;
• Participates in project planning, daily stand-up meetings (SCRUM);
• Participates to retrospectives, sprint and release planning, demos and
other Scrum-related meetings;
• Reviews deliverable and demonstrable product version/software
functionalities after every sprint;
• Facilitates the acceptance of the product by the business;
• Develops and maintains standards for testing;
• Provides progress reporting;
• Assists with prioritization and resolution of defects/bugs;

Skills required

• In-depth knowledge of BPMN
• In-depth knowledge of UML
• Good knowledge of data modelling techniques and tools
• Good knowledge of database design techniques and tools
• Good knowledge of application development environments
• Good knowledge of Agile toolbox (i.e. JIRA, Confluence, BigPicture,
Gliffy, Balsamiq, etc.)
• Good knowledge of Agile methodology
• Proven experience with quality procedures
• Capability to write clear and structured technical documents
• Ability to participate in multi-lingual meetings, very good communication skills

• Proactive attitude, communicative (i.e. good listener) and customer-
oriented;
• Team spirit, good interpersonal skills and ability to integrate in a

Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
• Ability to participate in multilingual meetings
• Ability to understand, speak and write French and English (B2 level)
• Ability to work in a team
• Ability to work in multi-cultural environment, on a large project

Education and Experience
• Minimum 5 years of relevant studies after the secondary school
• Minimum 11 years of relevant experience with the technologies described above.

Salary and Conditions

Location: Brussels, BE

Salary up to: 500€/day

Worksite type: On-site only

Contract type: Freelancer or Employee

Other points of the offer

Currently, due to Covid all staff is working 100% remote and it will remain like that till the end of the pandemic. After, or even during COVID depending on the requirements of the local team, candidates must be ok to relocate to Brussels.
Belgium permanent employment contract is also one option, with salaries around 3000-3750€ net, when meeting all criteria.
